In the article deals with the problems of personnel training in the region of Vologda and it,s correspondence to the tasks of innovation development. There is a conclusion about the needs for transition to the mechanism of the talents youth selection and creation of such educational system, in which a student would be included in the process of specialty’s mastery since his school-days, moving subsequently through the organizational triad: school – Institute of Higher Education – postgraduate study
