Small and medium business is the most important source of increasing em-ployment and incomes of the population. The statistics show that at present the potential of this sphere is not used to the fullest extent in Russia. In order to over-come the existing difficulties, involve the population in business, it is necessary to implement a set of measures aimed at the improvement of the business climate and the disclosure of the population’s entrepreneurial potential.
